It was used on most Beetles and Karmann Ghias from August 1970 to July 1973 but not all.  Some basic models used a different type of switch

Replacement ignition barrel supplied with two pre-cut keys, designed to restore smooth and reliable ignition operation on a wide range of classic and early watercooled Volkswagen models. This barrel is a practical solution for worn, damaged or sticking ignition locks, helping return dependable starting and secure key operation.

The ignition barrel is the mechanical part of the ignition switch that accepts the key and allows the steering lock and electrical ignition switch to operate. When the correct key is inserted and turned, the barrel activates the switch behind it so the vehicle can power up and start. As barrels wear, they can become stiff, jam, fail to turn properly, or allow excessive key movement. Replacing the barrel helps restore correct function and security.

Supplied with 2 randomly cut keys for added security. Ideal for replacing a faulty or ageing lock barrel where original keys are worn or the barrel mechanism is no longer reliable.
