Sand seal pulleys are designed for off road use to keep sand and dust entering the crankcase by the use of a special sealed collar that goes into the crankcase, see the second image

These are also commonly fitted to engines that have a worn crankcase where oil is seeping from the pulley, but are generally a quick fix and not a solution to the problem, they are designed to keep dirt out, not oil in.
