Yes this will fit your 1303S and you do not have to remove the tank to install.
All 1302 and 1303 Super Beetles used a dual float sender. The fuel tank is a lot flatter than the standard Beetle and due to the inside of the fuel tank two floats are required to get the full reading on the fuel gauge.
